I had exactly same: My network adapter reported 10 always on "cold boot".
Windows 8 Intel DH77DF motherboard (brand new) and hence Intel 82579V network adapter.
I think it is now solved based on some hints above
- First I found a workaround : Do "scan for hardware changes" on right click on adapter. This makes it work
